Tom was born in the Canadian province of Manitoba, one of four siblings to Owen and Margie Rockford. His father was a heavy industrial equipment operator while his mother raised the kids. His father’s job forced the family to move around, especially in the wild logging and mining towns in the north where the workers worked hard and played harder. It was living both in these rough towns and under the shadow of his larger than life father that gave Tom a sense of rugged self-reliance and confidence. It was the Royal Canadian Mounted Police that ultimately inspired the young man, for Tom was always impressed by the restraint and elan exercised by the lone Mounties that enforced the peace.

Tom joined the RCMP and soon found himself patrolling the same kind of ramshackle working towns he had grown up in. Though he was ahead of the learning curve, some lessons were learned the hard way. He came across the UE Marshals Service during a trip to Mars to find and extradite a Canadian fugitive hiding on the red planet. He was impressed with the Marshals of the UEMS and realizing he had experienced just about all he could with the RCMP, saw new challenges with the now intergalactic law enforcement agency. After eight years as a Mountie, Tom exchanged his old badge for a new one with the UE Marshals Service.

The Moon, Mars, Deneva Prime and other lesser known locales, Tom was there enforcing the law and maintaining the peace. His skills and apparent fearlessness were well known to his superiors and Tom usually found himself as a ‘cooler’ sent to locations known for rising crime and violence where his presence alone was enough to cool things down. After a tour at Deneva Prime, Tom now finds himself assigned to the new colony of New Darwin.
